PROBLEM TO BE SOLVED: To substantially enhance luminescent intensity by cracking a binder by means of baking a substrate applied with phosphor paste containing a binder in the atmosphere of argon or noble gas mainly containing argon. SOLUTION: Phosphor paste containing a binder is applied on a substrate, glass paste having a low fusing point and containing a binder is applied on the substrate, the binder is cracked by baking the substrate applied in the atmosphere of argon or noble gas containing mainly argon, a pair of substrates containing the baked substrate are bonded together with both substrates facing each other at a designated interval and are sealed in a mixed gas of argon and hydrogen. Luminescent intensity is enhanced by suppressing deterioration of the phosphor produced in a process to crack the binder of the applied layer and a process to heat and seal a front substrate and a back substrate. The binder is completely cracked by using an acrylic resin for the binder, in order to suppress lowering of luminance of a phosphor layer. Stable sealing by glass having a low fusing point is carried out, by setting oxygen concentration at 5-50%.
