PROBLEM TO BE SOLVED: To carry out stable control by a turbine rotating speed command holding circuit so as to prevent a speed raising ratio from unduly exceeding when a turbine is started. SOLUTION: A holding detecting circuit 40 composed of a holding start detector 43, a holding completion detector 44, and a flip flop calculator 45, a holding calculator 41, and a switch 42 are disposed in a turbine rotating speed command circuit composed of a target turbine rotating speed setter 30, a switch 32, and a change ratio restrictor 31.
