PROBLEM TO BE SOLVED: To improve air conditioning efficiency and realize small capacity in a ventilating and air conditioning system. SOLUTION: A ventilating and air conditioning system comprises a ventilating means for conducting ventilation of given local regions 42, 44, and air conditioning means 51, 52 for conducting air conditioning of given spaces A, B including the given local regions 42, 44. The system conducts ventilation of the given local regions 42, 44 in the given spaces A, B, respectively, and air conditioning of the given spaces A, B. The ventilating means consists of tornado type ventilating devices, 1, 1A-1D which permit the outside air to circle enclosing the given local regions 42, 44 in the given spaces A, B so as to be diffused in the form of an air curtain, and which suck and exhaust the air in the given local regions 42, 44 inside the diffused air curtain of the outside air. The air conditioning capacity of the air conditioning means 51, 52 is set in terms of the required ventilating rate of the tornado type ventilating devices 1, 1A-1D. |
