PURPOSE: An apparatus and method for measuring powdering and plating exfoliation of plated steel plate is provided to achieve improved reliability and accuracy, while preventing accident by performing a feedback control all over the process upon occurrence of defective quality. CONSTITUTION: An apparatus comprises a sample feeding unit(4) movable in all directions, and which has a vertical member(23) equipped with an element for fixing a sample; a tape attaching and removing member(14) movable in all directions, and which has a vertical member(29) for adsorbing the tape to be adhered to and removed from the surface of the sample, by the vacuum formed inside of the vertical member; a colorimeter(27) for measuring the degree of whiteness of the tape surface adhered with the plating chip or powder removed from the sample; a unit(30) for automatically determining a quality grade by converting the data read by the colorimeter, into an index of powder or index of exfoliation; and a central control unit(31) for controlling an overall process.
