SUBSTANCE: described is mixed feedstock comprising petroleum and/or coal components and water. Feedstock comprises hydrocarbon petroleum or coal components and further comprises water in amount of 1.5-15.0 wt % per hydrocarbon components. Feedstock is water-raw material emulsion prepared by actively mixing hydrocarbons and water at temperatures from 60 to 150 C.
