PROBLEM TO BE SOLVED: To obtain a first agent for permanent wave applicable to both permanent wave treatment for imparting wave and straight perming treatment for setting curly hair straight, having little hair squeaking in rinse and easily washable. SOLUTION: This first agent is obtained by formulating a water-soluble viscosity-imparting polymer and a cationic softness-imparting polymer. As the water-soluble viscosity-imparting polymer, a carboxyvinyl polymer is preferable and, as the cationic softness-imparting polymer, a dimethyl diallyl ammonium chloride-acrylic acid copolymer or a dimethyl diallyl ammonium chloride-acrylic acid-acrylamide terpolymer is preferable. The formulating amount of the water- soluble viscosity-imparting polymer in the first agent is preferably 0.3-2.5 wt.% and the formulating amount of the cationic softness-imparting polymer in the first agent (content in the first agent) is preferably 0.1-5 wt.%.
