PROBLEM TO BE SOLVED: To atomize raw material particles, such as an abrasive, having an average particle diameter of about 50μm to particles having an average particle diameter of 0.1-0.2μm or less by an agitator without the contamination of metal components. SOLUTION: A hard synthetic resin internal tank 4 is tightly fitted into an external tank 3 surrounded with a cooling water chamber 5a, and a metal boss 13 is connected to the boss part of a hard synthetic resin agitation member 12 the cylinder part of which has innumerable small pores. A liquid mixture of raw material particles such as silica and water is fed into the tank and the agitation member 12 is rotated at a circumferential speed of 50-70 m/s, thereby the liquid mixture is rotated and agitated while changing its shape into a thin cylinder, and is atomized in a short time. At this time, as the liquid mixture does not come into contact with the boss 13 and a drive shaft 7, the surface of the metal is not worn out and the liquid is not contaminated with the metal components.
