SOLUTION: Step parts 12 of a depth (h) corresponding to the thickness of the belt-shaped rubber material Wx are formed in a plurality of places in the circumferential direction of the peripheral surface 11a of a transfer drum main body 11. The depth (h) of the step parts 12 is 1.0-1.2 mm.
