PROBLEM TO BE SOLVED: To provide a novel vulcanizing agent for a halogen-containing rubber which can take the place of a conventionally used vulcanizing agent comprising ethylenethiourea or the like and a metal oxide. SOLUTION: The halogen-containing rubber composition of the invention is prepared by compounding a halogen-containing rubber with a vulcanizing agent containing a compound represented by formula 1, wherein R1 is a 1-20C alkyl; R2 is a 1-20C alkyl, hydroxyl or a halogen; and R3 is sulfur, oxygen, selenium, tellurium or polonium.
