PROBLEM TO BE SOLVED: To provide steel having cold forgeability more excellent than that of steel for machine structures such as S53C without performing complicated heat treatment before cold forging, particularly improved in limit upsetting ratio and having induction hardenability. SOLUTION: This steel for induction hardenincy excellent in cold forgeability is composed of steel having a composition containing, by mass, 0.40 to 0.65% C, <=0.15% Si, <=0.60% Mn, <=0.020% S, >0.30 to 0.70% Cr, >0.015 to 0.050% Al, <=0.015% N and <=0.002% O, and the balance Fe with inevitable impurities, and in which carbides are uniformly dispersed in such a manner that the average aspect ratio is controlled to <=2.
