PURPOSE: A system and a method for creating a test sheet and a question sheet using the Internet are provided to overcome the regional limit in consumption, to remove intermediate distribution expense, and to present a test sheet and a question sheet having desired problems. CONSTITUTION: First, when a user accesses to a server to request membership registration for a test sheet creating service, the server requests the registration of user's information necessary to the membership registration to a user's computer. Then, when a registered user requests the service, the user provides questions from a DB having the questions so as to read the questions. Next, the user selects required questions by multi checking and then selects the type of a test sheet. Then, the user reconstructs the selected questions to automatically create the test sheet.
