PURPOSE: A horizontal setting device of a bottom and its method are provided to stabilize a concrete building and a road by automatically setting the horizon of the bottom. CONSTITUTION: A horizontal setting device of a bottom contains a lower plate(10) fixed on a slab mold and fixed a moving screw upward; an upper plate to form a reference height to be filled a cement mortar; and a height setting device to set the reference height to locate the cement mortar on the moving screw. A nut(N) to be located on the moving screw is set at the regular height through the height setting device. Thereby, a horizontal bottom is obtained when the cement mortar is filled. Therefore, a building and a road are constructed stably.
