PROBLEM TO BE SOLVED: To provide a flame-retardant PVC composition which is excellent in flame retardance and mechanical characteristics, is colored well with a colorant, and exhibits a high-quality appearance, substantially having neither acne nor color shading. SOLUTION: This composition is prepared by mixing a colorant and a lubricant in a specified mass ratio to give a first master batch, mixing a part of a specific other filler and a lubricant in a specified mass ratio to give a second master batch, and mixing these master batches, a PVC matrix, and titanium oxide.
