PROBLEM TO BE SOLVED: To make malicious analysis of an image by a third party more difficult by embedding binary identification information in the image. SOLUTION: For original image data, a plurality of orthogonal transformation weighting coefficients are selected from coefficients constituting orthogonal transformation data and a maximum value A and a minimum value B are provided. Depending on a bit being embedded, a value being embedded is generated by previously associating with any one of a range between an intermediate value (A+B)/2 and the maximum value A or a range between the minimum value B and the intermediate value (A+B)/2. For every selected orthogonal transformation weighting coefficient, possible values of the weighting coefficient are included in a domain and an embedding function, i.e., a multi-pair single function outputting a value between the maximum value A and the minimum value B as the output value of a function or a range, is prepared.
