PROBLEM TO BE SOLVED: To provide a noise absorbing material and a noise absorbing plate having an excellent water repellent property while keeping fire retardation essential for a noise absorbing material used for a construction such as a road and a railway. SOLUTION: A noise absorbing material comprises a skin material having a basis weight of not less than 30 g/m2 and composed of a fabric treated with a fluorine-containing compound having a urethane bond and a base material having a density of not less than 0.02 g/cm3 and composed of a fiber assembly, each fiber being partly bonded to each other.
