PROBLEM TO BE SOLVED: To provide a sandbag suitable for transport and capable of sufficiently performing the disposal against flooding or the like when actually used. SOLUTION: A polymeric material which contains at least one of styrene and conjugated diene and acrylonitrile is treated with an acid, and the obtained product is finely divided to a form water absorbing resins 3a and 3b with an average particle size of 5 mm or less. A water permeable bag material 2 is filled with these resins to manufacture a water absorbing body 1.
