PROBLEM TO BE SOLVED: To provide a partial-discharge measuring apparatus by which the generation of a partial discharge signal is detected with high reliability irrespective of the skill of a measuring operator. SOLUTION: The partial-discharge measuring apparatus is provided with a signal detection part which detects the partial discharge signal and a data processing part in which a measurement signal detected by the detection part is converted into a digital signal so as to be processed. The processing part is provided with a logic decision function about respective feature data on a pulse generation frequency (n), a pulse generation phase (ϕ), a pulse signal intensity (q), the pulse generation duration (t), a pulse generation position (x) and a detection frequency (f). As a second decision function, the processing part is provided with a pattern decision function with reference to a change in an f-q-t pattern or a change in an x-q-t pattern or a decision function using a two mode neural network in whichϕ-q-n data is used as input data. Thereby, an automatic decision of high reliability can be performed.
