PURPOSE: A multistage mixer of an installation for manufacturing emulsion fuel oil is provided to continuously manufacture the fuel oil, and to adjust the size of water droplet. CONSTITUTION: The mixer for continuously mixing fluid by using the driving force of a motor(20) on a housing(10) having an inflow pipe(15) and an outflow pipe(16) comprises a shaft(11) rotatably mounted inside the housing by interposing a bearing and a sealing, one end of the shaft is connected to the motor through a coupling(21); plural porous plates(12) arranged at regular distances within the housing to penetrate the shaft for supporting the shaft; and plural porous wing plates(14) disposed on the shaft to be interposed between the porous plates, in which a fluid transfer blade and a fluid pulverizing penetrating hole are formed.
