PROBLEM TO BE SOLVED: To provide a starting controller of a combined cycle power generation plant capable of reducing the life consumption of a turbine shaft under the sufficient consideration of a change width of temperature and a change rate of temperature to time of the turbine shaft in a starting operation process.
