PROBLEM TO BE SOLVED: To save the power, and to speed up the processing by automating the processing for obtaining the data related to the water surface condition from the obtained image data. SOLUTION: By a SAR consisting of an antenna 1, a transmission unit 2 and a signal processing unit 3, SAR image data are acquired. A memory unit 5 stores a template data base 5a of the image data on the water surface in the possible condition with a vector (an arrow) showing direction of the wave and the wave length. An interphase processing unit 4 divides the SAR image data into plural blocks so as to relate them with each template, and reads out the direction and the wave length of the wave corresponding to the template having the highest interphase value from the memory unit 5. A computing unit 6 computes the optimal approach course on the basis of the read data.
