Embodiments of the present invention provide a TCP network proxy configuration method and device. A receiving window of a TCP network proxy is set by acquiring the size of a receiving window of a UE, first time delay and second time delay. Thus, parameter setting of the TCP network proxy is more reasonable, thereby improving the network transmission rate and increasing the throughput of a system.
