Production of film-forming polymer having hydrophilic monomer units (10 - 50 wt.%), hard monomer units (20 - 50 wt.%) and soft monomer units (30 - 70 wt.%). It comprises polymerizing hydrophilic monomer(s) and polymerizing the product with mixture of hard and soft monomers, polymerizing in alcohol or aqueous alcohol solvent at 60 - 90 deg C in the presence of a radical initiator.
