PROBLEM TO BE SOLVED: To provide the lining of a concrete structure, a hook-equipped anchor used therefor and an execution method therefor, reducing the risk of the delamination and falling of a covering layer in the delamination part of the concrete structure in danger of the delamination and falling of the deteriorated section of the concrete structure due to spontaneousness or vibrations. SOLUTION: After a meshed lath net (2) is fixed to the concrete structure (10) by the hook-equipped anchor (20), the covering layer (3) made of polymer mortar is placed on a delamination surface in such a manner that the lath net (2) is embedded in order to form the lining (1). The anchor (20) passes through the neutralization layer part (10a) of the concrete structure (10) so as to be driven into a non-neutralization layer part (10b).
