PROBLEM TO BE SOLVED: To provide an asbestos-modifying and hardening agent able to deal with the asbestos without generating dust by modifying and hardening at will. SOLUTION: The asbestos-modifying and hardening agent is constituted of a mixture of alkaline aqueous solution with silicates as a main ingredient and glass fine particles, the volume ratio or which is 91:9-99:1. This hardening agent prevents asbestos from deteriorating, neutralizing and scattering and makes asbestos easy to be treated, by applying and impregnating the agent into the asbestos.
