PROBLEM TO BE SOLVED: To make maneuvering stability, more particularly, maneuvering stability under high speed traveling excellent and to maintain riding comfortableness without impairing various kinds of performance such as wear resistance, heat generation and vehicle fuel consumption. SOLUTION: In a flat tire of a flat ratio of below 60%, a band reinforcing layer 14 is provided on an external surface side of a bead filler 13. The bead reinforcing layer 14 is made of a high rigid reinforcing layer 14a on an inside diameter side and a low rigid reinforcing layer 14b on an outside diameter side. In a peak position shoulder part 18 having the highest pressure on a ground surface of a tread 31 for a road surface, a cushioning layer 51 made of a rubber ribbon is provided between the body ply 21 and a width end part of a first belt 22. A reinforcing layer 52 between a ply and a belt is arranged on the inside diameter side of the cushioning layer 51 and the layer 52 is covered with the cushioning layer 51 from an outside diameter of the tire. The reinforcing layer 52 between the ply and the belt suppresses lifting of a shoulder part 18.
