PROBLEM TO BE SOLVED: To provide a motor control valve in which a base point phase and an inversion phase can be determined accurately by setting the base point position of a rotor accurately with high reproducibility. SOLUTION: In a motor control valve for controlling the flow rate of refrigerant quantitatively depending on the movement of a needle valve element 33 in the valve lift direction by converting the rotation of a stepping motor into a linear motion through a screw mechanism thereby moving the needle valve element 33 in the axial direction, a stopper piece part 23 for setting a base point is formed integrally with a valve sheet plate 18 while being raised to the rotor 40 side. The rotor 40 is provided with a stopper face part 52 for setting the base point position, i.e., the maximum rotational position in the valve closing direction, of the rotor 40 by abutting against the stopper piece part 23 for setting the base point through axial movement incident to rotation of the rotor.
