PROBLEM TO BE SOLVED: To solve the problems of a method of using a ballast pumping device to fill a replaced ballast tank and simultaneously to force an overflow from an air vent pipe, wherein the air vent pipe, which is intrinsically an inlet and outlet for air, does not have an enough passage area for seawater with liquid viscous resistance to pass through, and has a float for preventing intrusion of seawater near the outlet to cause the further restriction of the passage area when the float is floated by drained seawater, and the discharge pressure of a ballast pump causes risks in use of a bulge of, damage to and a crack in the ballast tank itself among others. SOLUTION: A free flow device F disposed forward of the ballast tanks BW5p and BW5s, and the ballast pump 2 of the ballast pumping device PP drain ballast pumped in at a third country outboard, and the free flow device F sucks in the drained quantity of new ballast on the ocean. The ballast is replaced while the ballast tanks BW5p and BW5s are not emptied but filled.
