SOLUTION: A reference pixel output means 10 inputs picture data 101 and outputs the values 102 to 105 of a pixel which is referred to in an interpolation operation by a control signal 111. A reference phase output means 11 outputs the phases 112 to 115 of the pixel which is referred to in the interpolation operation by the control signal 111. Interpolation element reference means 12 to 15 hold the multiplication result of all pixel values and an interpolation function value in the prescribed reference phase, and output interpolation elements 121 to 151 corresponding to the pixel values 102 to 105 and the phases 112 to 115 supplied from the reference phase output means 11. An arithmetic addition means 16 outputs a value obtained by adding the interpolation elements 121 to 151 supplied from the interpolation element reference means 12 to 15 as interpolation pixel data 161.
