PROBLEM TO BE SOLVED: To obtain a water-soluble water- and oil-repellent treating agent having water solubility imparted to a fluoroalkyl group-containing silane compound per se as a principal ingredient, having excellent water solubility and preservation stability and good durability of water repellency, flexibility and touch feeling without adversely affecting the environment because of an aqueous system. SOLUTION: This water-soluble water- and oil-repellent treating agent comprises a reaction product obtained by co-hydrolyzing and condensing (A) a fluoroalkyl group-containing alkoxysilane of formula (1) Rf(CH2)aX(CH2)bSiR2c(OR1)3-c (1) with (B) an amino group-containing alkoxysilane of formula (2) R3R4NR5SiR7d(OR6)3-d (2) and (C) an alkoxysilyl group-containing polyorganosiloxane of formula (3) (R8)3Si(OSiR92)eR11Si(OR10)3 (3) and dissolved in water.
