PROBLEM TO BE SOLVED: To inject charges at a high efficiency even at a low voltage, to stabilize the potential and the size of an electrostatic latent image, and to form an image having a high resolution and high image quality. SOLUTION: The image forming device forms an electrostatic latent image on an image carrier by using a writing device 3 which has a plurality of writing electrodes 3b disposed in contact with an image carrier along the axial direction of the image carrier 2. In the image forming device, the image carrier 2 includes a dielectric layer 2b formed on a conductive substrate 2c, and an electric charge applying layer 2a formed on the dielectric layer. The charge-injected layer 2a is obtained by dispersing conductive agglomerations over binder. Each conductive agglomeration is smaller than the distance between the adjacent electrodes, and the distance between the adjacent conductive agglomerations is smaller than the width of each electrode. |
