PROBLEM TO BE SOLVED: To provide an inlet vortex flow generator capable of controlling a swirl control valve at high accuracy in the vicinity of full closing and controlling at high responsiveness in the vicinity of full opening. SOLUTION: This inlet vortex flow generator has the swirl control valve 10 installed on the inside of an inlet pipe in the down stream position of a throttle valve. The swirl control valve is opened and closed with a driving motor 14, the rotation force of the driving motor 14 is transmitted to a valve shaft 11 of the swirl control valve 10 through a gear mechanism 3. A pair of first elliptic gear 4 and second elliptic gear 5 meshing each other is installed in the gear mechanism 3, these elliptic gears rotate a valve element at lower speed than that in the vicinity of full opening in the vicinity of full closing of the swirl control valve 10, and rotate the valve element at higher speed than that in the vicinity of the full closing in the vicinity of the full opening.
