PURPOSE: A method for issuing an Internet electronic credit card and a method for paying a charge using the same are provided to use as a tool for the charge payment or the account transfer between the members while carrying out the EC(Electric Commerce) on the Internet. CONSTITUTION: A use receives the electronic credit card from a financial organization by confirming the registration to an operation management site of the Internet electronic credit card(2). When the user pays the charge by using the electronic credit card through a PC connecting to the Internet, an Internet web terminal and an Internet kiosk, the user requests the payment permission to the electronic credit card issuer through the inquiry of the identification and the use limit(4). The issuer carries out the payment permission to a member shop from the operation server through the Internet according to the inquiry(5,6). After the payment permission, the issuer requests the amount paid by the user by informing the financial organization and a communication company of the relating details(7).
