PROBLEM TO BE SOLVED: To provide a recording medium processor which can reduce cost pertaining to the recovery of recording media while lowering the running costs of the recording media. SOLUTION: In a card unit, a card reader/writer 33 selectively receives members' cards 21 inserted from a recording medium insertion port 4 and visitors' cards 23 issued internally, and a controller performs a processing for dispensing balls by withdrawal from the balance of the cards specified from record information on the cards received.
