PROBLEM TO BE SOLVED: To provide a photoreceptor by which the occurrence of an abnormal image having dark and light stripes due to multiple reflection within the photoreceptor by the write-in light of coherent light and the cycle of write-in light and the cycle of the unevenness of a base substance is eliminated and an image forming device which uses it and by which an image having high resolution and a high quality is formed. SOLUTION: In the photoreceptor provided with at least a photosensitive layer on the base substance, the base body side boundary of the photosensitive layer consists of a sine wave component and a noise component, and discrete Fourier transformation is performed in accordance with an expression 1 for the date group of the height x(t) [μm] of N cross-sectional curves obtained by performing the sampling of the cross-sectional curve of the base substance in a horizontal direction with the interval ofΔt [μm], and the relation of the value (nmax ) of (n) at which power spectrum S(n/N×Δt)) derived by an expression 2 is set maximum and the pitch W1 of the write-in light is set as (N×Δ/ nmax )>1.05d×W1 or (N×Δ/nmax )<0.95d×W1.
