PROBLEM TO BE SOLVED: To reduce the device scale and processing scale of private branch exchange by performing exchange control by the bidirectional communication of a simplified private branch exchange and a VoIP(voiceover internet protocol) network exchange control system housed on a communication channel network. SOLUTION: A VoIP telephone system 2 (one of A-C) generates and sends out the control data of an exchange control request, also performs the exchange control corresponding to received exchange control data and performs voice communication or image data communication. The VoIP network exchange control system 1 generates the exchange control data in response to the request of the control data received from the VoIP telephone system 2 (one of A-C) through the Internet 3 by referring to the stored data of a database device and sends them out to the VoIP telephone system 2 (one of A-C). The corresponding data of the database device relating to the exchange control based on the sent-out exchange control data are updated.
