PROBLEM TO BE SOLVED: To provide a sheet punching device and a sheet punching method, by which the punching speed can be increased, occurrence of misfeed in the middle of the feeding and occurrence of pinch error can be prevented, and the cost can be reduced by miniaturizing the device. SOLUTION: The sheet punching device comprises a male roller 10 with a plurality of projecting parts 12 formed on the outer circumference thereof, a female roller 20 with a plurality of recessed parts 22 formed on the outer circumference thereof, and a scrap discharging roller 30 with scrap discharging teeth 32 for pressing scraps 42 which are punched out of a sheet 40 and firmly held in the recessed parts 22 in an inclined manner formed on the outer circumference thereof. The sheet 40 is continuously punched by rotating the male roller 10, the female roller 20 and the scrap discharging roller 30.
