PROBLEM TO BE SOLVED: To provide a cleaning blade which can be easily manufactured at a low cost, can realize stable abutting pressure and can be easily aligned to a mounting member and a fixing method of easily fixing this cleaning blade to the mounting member, etc., with good accuracy. SOLUTION: The cleaning blade, having a double-layered structure provided with a thermoplastic elastomer layer satisfying at least either of (a) 0 deg.C or lower in the peak temperature of tanδand (b) 0.3 or lower in the difference between the tanδvalue at 0 deg.C and tanδvalue at 50 deg.C, over the entire surface of one surface of a base layer formed of high-rigidity resin.
