PURPOSE: A turbo encoder/decoder and a method thereof are provided, which can achieve a long delay component improvement, a reduction of an iterative decoding number, a system performance improvement and a system operation efficiency. CONSTITUTION: According to a turbo encoding method used in a channel encoding of a wireless communication system, an input information bit stream Dk is interleaved with the first interleaver(202) when k is a positive integer. Then, the first parity bit stream y1k is obtained by encoding the bit stream interleaved in the previous step. The interleaved bit stream is interleaved with the second interleaver(206), and then, the second parity bit stream y2k is obtained by encoding the bit stream interleaved in the previous step.
