<p>PROBLEM TO BE SOLVED: To provide a method for encoding high-efficient 2-path moving images in which an accurate VBV management is made compatible with an allocation of an optimum code amount in an inter-frame predictive encoding of a variable frame rate. SOLUTION: In first encoding, an input moving image signal to be input in units of frame is encoded at a fixed frame rate to produce statistical data containing a generated code amount of each frame (step S1), and at least one of a code amount allocation and a quantizing scale allocation for each frame is determined in accordance with the obtained statistical data (steps S2 and S3). Further, a frame skip allocation indicating presence or absence of execution of a frame skip of each frame is determined (step S6), and in second encoding, the input moving image signal is encoded in accordance with at least one of the determined code amount allocation and quantizing scale allocation and the frame skip allocation, to produce a code column.</p> |
