PROBLEM TO BE SOLVED: To provide a method and apparatus for converting image encoding method, and an image encoding method conversion program, capable of improving image quality and frame rate by controlling the target generated code amount with the use of an input frame rate and output bit rate. SOLUTION: A first target generated code amount calculating part 6 calculates the target generated code amount for a first encoding part 7 based on a unit-time input frame rate counted by an input frame rate counting part 2 and a unit-time transmission data amount counted by a transmission data amount counting part 3. A first decoding part 5 encodes the frame image generated by decoding the received image stream, with the target generated code amount for the first encoding part 7 as a target.
