PROBLEM TO BE SOLVED: To provide an agitation apparatus with which the powder apt to sink in liquid and having large specific gravity can be brought into uniform contact with the whole liquid satisfactorily for sufficiently bringing out the performance of a Pleio-zoa fossil as a flocculant, and to provide a simple functional system for purifying water by using the agitation apparatus. SOLUTION: The water purifying system is provided with a taking-in means 7 for taking filthy water in the agitation apparatus 6, the apparatus 6 for throwing the flocculant 8 in the taken-in filthy water and agitating them, a reaction tank 10 for producing the purified water and flocks 9 by the action of the flocculant 8 in the filthy water agitated by the apparatus 6 and a discharge means 11 for discharging the purified water and the flocks 9 produced in the tank 10 to the natural world. The apparatus 6 has a vertical rotary shaft 2 in an agitating tank 1, and a plate-like upper blade 4 having through-holes 3 and a lower blade 5 generating a rising water current, which are integrated with the shaft 2.
