PROBLEM TO BE SOLVED: To prevent an inner mechanism of a reclining mechanism from being disclosed when an arm is tilted back and forth, to reduce the size of an aperture of a finisher cover, to improve an appearance by preventing production of a gap when operating the arm, and to reduce the number of parts. SOLUTION: The finisher cover is made up of a circular cover surface 22 and an inward flange part 23 at the outer peripheral edge of the cover surface 22. An aperture 25 from which the arm 13 protrudes is formed on the inward flange part 23. The center of the inside of the cover surface 22 matches to the center of rotation of the arm 13. A dented part 29 for mating is formed in the center of the inside of the circular cover surface 22, and an axis part 31 is formed to protrude at the center of rotation of the arm 13. The dented part 29 for mating mates with the axis part 31. The cover surface 22 and the arm 13 are fastened with a screw 33. The finish cover is rotated around the center of the inside of the cover surface 22 along with the rotation of the arm.
