PROBLEM TO BE SOLVED: To efficiently form a digital watermark storing against compression and geometrical conversion without deteriorating the performance of a media data by a watermark data. SOLUTION: An embedded device 100 sets an embedded point in which a watermark data is embedded on the basis of a Gabor filter output obtained by applying a Gabor filter to an image data, and embeds the watermark data in the original media data by amplitude modulation and phase modulation on the basis of Gabor factorization of the set embedding point. A detector 110 detects the watermark data on the basis of a Gabor filter output obtained by applying a Gabor filter to an inputted media data, and a Gabor filter output obtained by applying a Gabor filter to the original media data.
