PROBLEM TO BE SOLVED: To provide a mail document creating system capable of providing each of files with security levels different from each other in attaching two or more files to one document. SOLUTION: When the command of 'attachment of file' is received in a client PC 1 in creating the mail document, one of the security levels of 0-3 is applied to each of two or more attachment files, and the file attachment processing (reading of document file, inputting image from scanner and the like, and the like) is performed to create the mail document. The security levels of 0-3 four stages determined on each of the attachment files managed in an attachment file management part 12, are stored in an attachment file management table 13.
