PROBLEM TO BE SOLVED: To provide an access pointer in which an enciphered frame can be deciphered with hardware of small scale without deteriorating performance. SOLUTION: The enciphered frame read out of a receiving buffer 52 is deciphered, the format is converted to a network transmission frame, the destination is checked and the network transmission frame to be sent to a backbone 14 is stored into the read position of the relevant enciphered frame of the receiving buffer 52. Consequently, the hardware scale of a FIFO provided on the pre-stage of the receiving buffer 52 can be reduced, the hardware scale can be reduced by storing the deciphered and format-converted network transmission frame into the receiving buffer 52 again, and the deterioration of the performance can be prevented.
