PROBLEM TO BE SOLVED: To accurately control the dropping of electrolytic voltage by detecting an overcurrent, in controlling the electrolytic voltage applied to an electrolytic cell according to the measuring result of the pH value of electrolytic water due to a pH meter. SOLUTION: The electrolytic voltage applied to the electrolytic cell according to the measuring result of the pH value of electrolytic water due to the pH meter is controlled. At this time, control for gradually dropping electrolytic voltage is performed in relation to the detection of a current exceeding an upper limit current value preset with respect to the current applied to the electrolytic cell and, in this control, the output interval of the indication of the voltage drop to a power supply part is matched with the voltage drop speed of the power supply part. Since the indication of the voltage drop to the power supply part is outputted according to the response speed of the power supply part, the drop of electrolytic voltage is performed according to the detected pH value.
