PROBLEM TO BE SOLVED: To provide abrasive cloth and paper maintaining excellent polishing performance as long as possible. SOLUTION: This abrasive cloth and paper is provided with a base material 2 having regular and continuous recesses and projections on the surface 2a; a large number of granular cushion materials 3 stuck along the uneven surface 2a of the base material 2 and formed with recesses and projections smaller than those on the uneven surface 2a; and an abrasive layer 40 formed on a large number of granular cushion materials 3 so as to follow the recesses and projections of the surface.
