PROBLEM TO BE SOLVED: To improve stability after laying a mat by forming the mat to increase the weight of a forefront part thereof which is laid on the ground and using the mat leaving a mold of opening embedded in a layer of the mat, in a perforated mat which is used for protection of the ground supporting a structure. SOLUTION: In the perforated mat 10 laid on the undersea ground supporting an ocean structure, inner molds 20, which are made by cutting a thick iron pipe, are arranged in opening parts formed in the forefront part of the mat 10, and the opening molds 20 are fixed inside the mat together with auxiliary reinforcing members 22. By attaching the pipe mold to an asphalt layer of the mat to be integrated therewith, such labour as removing the mold after manufacturing the mat is saved, and by increasing the weight of the opening parts, the forefront part of the mat is settled into the ground at an early stage after the mat is laid for protection of the supporting ground of a coastal structure so as to improve the stability.
