PROBLEM TO BE SOLVED: To prevent a protection circuit from becoming inoperative when output is short-circuited. SOLUTION: A circuit (200) controls a discharging current (I) passed through a load (400) connected between a pair of external connecting terminals (101, 102) from a secondary battery (300) by turning on and off a charge control switch (FET1), and thereby protects the secondary battery. In this circuit (200), a clamp circuit (210) clamps the control terminal (G1) of the charge control switch at a ground potential when the external connecting terminals are short- circuited to each other.
