PROBLEM TO BE SOLVED: To provide a film supply apparatus for supplying a film by an accurate feed-out quantity when the film is used for sealing an electronic part with a resin, and a film supply method using the same. SOLUTION: The film supply apparatus is equipped with a feed-out roll 2 for feeding out the film 1 to take up the same, a film taking-up roll 7, a feed-out shaft 8 having the feed-out roll 2 attached thereto, the feed-out motor 9 of which the rotary shaft is fixed to the feed-out shaft 8, a taking-up shaft 10 having the film taking-up roll 7 attached thereto, a taking-up motor 11 of which the rotary shaft is fixed to the taking-up shaft 10, a length measuring roller 3 and tension rollers 4, 5 and 6 functioning so as to apply constant tension to the film 1, an encoder 13 forming pulses corresponding to the quantity of rotation of the length measuring roller 3 of which the rotary shaft is fixed to a length measuring roller shaft 12 and a control part 15 for counting the pulses received from the encoder 13 to stop the feed-out motor 9 and the taking-up motor 11 when the count value reaches a set value.
